Put the quinoa and water in a small pot and cover. Bring water to a boil and then reduce heat to low until all of the water is absorbed, about 12-15 minutes. **Quinoa should still be warm when you combine all ingredients.**
Add dates and walnuts to a food processor and pulse or blend until fine. 
Add quinoa, peanut butter, and cinnamon to the date mixture and pulse until combined.
Add chocolate chips to the mixture and pulse until they are melted and fully integrated into the rest of the ingredients.
Transfer the mixture into a mixing bowl. Refrigerate for 30 minutes up to overnight.
Shape and roll the mixture into small balls.
